OSCE Chairman-in-Office issues statement on Albania

COPENHAGEN, 10 March 1997 - Following the visit of former Austrian Chancellor, Dr. Franz Vranitzky to Albania as Personal Representative, the Chairman-in-Office of the OSCE, Danish Foreign Minister Niels Helveg Petersen, issued the following statement today on Albania:
The Chairman-in-Office welcomes the initiative by President Berisha to propose a national coalition government and the holding of general elections. The rapid acceptance of this proposal and the conclusion of a political agreement by the parties is a significant move to meet the demands of the situation. It is also a resolute and positive response to key points raised by Dr. Vranitzky during his visit to Tirana on 8 March as Personal Representative of the Chairman-in-Office.
The early restitution of arms and ammunition is particularly important. The OSCE does not accept the use of violent means and calls for its principles to be respected.
Dr. Vranitzky will arrive in Copenhagen on 12 March where he will present his report to the Chairman-in-Office.
On the basis of Dr. Vranitzky's report, the OSCE will further consider ways to assist Albania in stabilizing the situation and also stands ready to follow the appeal of the agreement to participate in the monitoring of the coming elections.
