OSCE trains Kyrgyzstan’s Parliament representatives on legislative process and parliamentary control

BISHKEK, 27 September 2011 – A two-day OSCE-supported workshop on legislative process in the Parliament and control of legislation implementation started today in Bishkek.

Twenty-one members of Kyrgyzstan’s Parliamentary Committee on education, science, culture, religion and information policy, including seven Parliamentarians will receive training from two senior members of the Swedish Parliament’s Constitutional Committee.

The workshop will focus on legislative process, including an introduction to tasks of a parliamentary committee, organization, procedures and hierarchy, as well as on the matters related to the parliamentary control of the government. Through case studies and other interactive exercises, various forms of internal and external parliamentary control of the executive will be discussed. The workshop participants will also discuss the application of media–related laws to the work of the parliamentarians. 

Lilian Darii, Deputy Head of the OSCE Centre in Bishkek, said: “This exchange of experience and training is a good step towards strengthening the legislative capacity of Kyrgyzstan as a parliamentary republic. The OSCE Centre will continue assisting the country in further reinforcing its state institutions”.

“For us as representatives of the legislature of a young parliamentary state, it is important to look at the institutional aspects of the work of parliamentary committees in the states all over the OSCE region, including in Western Europe, to understand how they interact with expert institutions and think tanks, and how they control the activities of the government,” said Natalia Nikitenko, Member of the Parliament.

The workshop is part of the OSCE Centre’s institutional support of the Parliament of Kyrgyzstan. Similar training course was provided for the Parliament’s committee on law order and corruption in June this year by French experts.
