OSCE Centre and UNDP support training for Kyrgyzstan's prosecutors ahead of election
BISHKEK, 15 September 2011 - A series of training seminars for prosecutors ahead of Kyrgyzstan's 30 October presidential election started today with the support of the OSCE Centre in Bishkek.
The one-day seminars are organized by the Prosecutor-General's Office and the Central Election Commission with the assistance of the OSCE Centre in Bishkek and the UNDP’s Kyrgyz Elections Support Project, funded by the European Union and government of Germany.
Some 170 prosecutors from all parts of the country will take part in four training seminars, which are focused on the new electoral legislation, the role and functions of the prosecutor's office in preparation for and conduct of the election, timeframes for processing statements on electoral rights' violations and the institution of legal proceedings.
Ambassador Andrew Tesoriere, the Head of the OSCE Centre in Bishkek, said: “Democratic elections entail much more than the mere implementation of electoral legislation according to OSCE standards. They also involve freedom of the media, freedom of association and of peaceful assembly, and also other crucial civil and political rights. The prosecutor's office plays a key role in supervising and ensuring the uniform implementation of laws and the observance of human rights, including in responding swiftly to alleged violations.”
Ryskulbek Baktybaev, the Deputy of the Prosecutor General, added: “The seminars were organized as the Prosecutor’s Office was charged with ensuring fair and transparent elections from its side. We recognize the responsibility and need to ensure our skills correspond with international standards, and this training will help us in achieving the required level of professionalism.”
The training seminars are organized as part of the OSCE's work to promote electoral reform and assist Kyrgyzstan in holding the presidential election in line with OSCE commitments and international standards.
