OSCE Centre calls for calm and dialogue in Kyrgyzstan

BISHKEK, 20 March 2005 - The Head of the OSCE Centre in Bishkek, Ambassador Markus Muller, today expressed concern about the latest developments in the post-election situation in Kyrgyzstan.
Recent events in Jalal Abad and Osh could lead to an escalation of violence and have a negative effect on the political situation and stability in the country, he warned.
He called on all parties to refrain from using force in addressing electoral and political disputes, to abide by the rule of law, to engage in constructive discussions and to respect fundamental principles of human and civil rights.
"It would be wrong to believe that the demonstrations are without certain real justifications," Ambassador Muller said.
"A democratic state is measured by the degree to which it can organise a real platform of discussion and dialogue for all groups of the population, including, of course, the opposition. The OSCE Centre in Bishkek invites both the authorities and the opposition to engage in such a dialogue aimed at understanding the situation and identifying a viable solution to the present differences within the framework provided by the law."
"We believe this is the only way to find a reasonable and acceptable solution," he added.
Ambassador Muller reiterated the readiness of the OSCE Centre in Bishkek to provide a platform for such a dialogue.
