OSCE-Kyrgyzstan co-operation in policing to continue

BISHKEK, 7 May 2002 - The OSCE's Senior Police Adviser, Richard Monk, agreed with Kyrgyz authorities to continue the co-operation between the OSCE and Kyrgyzstan in the field of policing.
The security situation in the country, measures for combating terrorism and organized crime, as well as co-operation in training of law enforcement personnel were high on the agenda of a recent visit of Mr. Monk to Kyrgyzstan. Particular focus was given to raising awareness and observation of universal human rights norms and standards by law enforcement forces.
During the visit, which took place in the framework of implementation of the Program of Action adopted by the Bishkek International Conference on combating terrorism, Senior Police Adviser Monk traveled to the two southern regions of Kyrgyzstan, Osh and Jalal-Abad provinces, where he met the Governors of the two provinces, officials of local law enforcement agencies and leaders of non-governmental organizations. In Bishkek, meetings took place with the Minister of Interior, Head of the Interior Department of Bishkek, Director of the Prisons Department under the Interior Ministry, and also the Rector and lecturers of the Academy of the Interior Ministry.
Richard Monk was appointed in February 2002 as the Senior OSCE Police Adviser. A senior British police officer with 35 years of policing experience, Mr Monk was a Commander at New Scotland Yard in London before his appointment by the Home Secretary to inspect and report on the efficiency of the police forces in Great Britain. He has advised on improvements to policing in Yugoslavia and on the role and tasks of a follow-on mission to the UN Mission in Bosnia. He was a member of the UN Secretary General's panel on Peace Operations, which reviewed the criticisms and failures of past peacekeeping operations.
