OSCE Centre organizes national forum to draw up new economic programme for Kyrgyzstan

BISHKEK, 17 June 2005 - Kyrgyzstan's leading economic policy-makers met at a national forum in Bishkek today to discuss the country's future economic programme.
The draft socio-economic programme, likely to be implemented by the next Kyrgyz government, is expected to involve reform of several sectors of the Kyrgyz economy in order to achieve sustainable development and reduce poverty. Kyrgyzstan will hold a presidential election on 10 July.
"Our old system for managing Kyrgyzstan's economic development is slowing it down. We need to start right from the beginning, reforming the way the state is run," Acting First Deputy Prime Minister Felix Kulov said at the National Economic Forum, which was organized by the OSCE Centre in Bishkek, the U.S. Agency for International Development (USAID) and the United Nations Development Programme (UNDP).
The draft programme presented by the Acting Deputy Prime Minister Kulov envisages reform of the budget and investment policies and of the agriculture, energy, mining and manufacturing sectors. The goal is steady economic growth that will help the country to create more jobs, alleviate poverty and reduce economic inequality.
"An important factor for achieving security and stability is a sound and sustainable economic programme, which is supported by the public," said Asim Acikel, Economic and Environmental Officer at the OSCE Centre.
"Participatory economic planning has proven to be a key to success in many countries. We hope that the Forum today has prepared the ground for a similar approach in Kyrygyzstan."
The Forum was attended by government representatives and members of regional state administrations, the business and academic community, NGOs, international donor agencies and embassies in Kyrgyzstan. The outcome of the Forum will be included in the final edition of the programme. The second phase of the Forum is expected to take place next month, after the presidential election.
