OSCE Centre in Bishkek marks International Human Rights Day with discussion on its trial monitoring results
On the occasion of the International Human Rights Day on 10 December 2016, the OSCE Centre in Bishkek in co-operation with the Human Rights Advocacy Centre held a roundtable discussion on the results of their monitoring of court hearings, with the aim of analysing the findings and collecting recommendations from participants, which included representatives of state structures, civil society and international organizations.
The country-wide trial monitoring took place from May to October 2016, and was conducted by the Human Rights Advocacy Centre. They monitored general court hearings and hearings of the judicial authorization of arrest in Kyrgyzstan to assess the compliance of these processes with international and national fair trial standards.
The report’s findings will be used to evaluate the progress of judicial reforms in Kyrgyzstan, and to support the development of judicial structures that are independent, effective and are in compliance with human rights standards. They will also provide important feedback on the quality of training programmes for judges.
“Supported by the OSCE Centre since 2009, the systemic trial monitoring is a long-term programme that focuses not only on the trial but also looks into the functioning of other parts of the justice system,” said Valeriu Chiveri, Deputy Head of OSCE Centre in Bishkek. “The programme aims to contribute to broader reforms in the justice system of Kyrgyzstan.”
Chiveri added that trial monitoring contributes to enhancing the transparency of the judicial process, while the presence of monitors contributes to enhancing fair trial practices and building confidence. Trial monitoring has also proven to be an effective mechanism for training and engaging local lawyers and organizations working in justice reform.
The discussion was held as part of the OSCE Centre’s project on promoting a comprehensive approach to the rule of law, the administration of justice, and the prevention of torture.
