OSCE BiH Mission has successfully implemented cantonal administration projects funded by Italy

SARAJEVO, 8 September 2003 - Better organizational and financial management, as well as improvements in the work of cantonal assemblies were the main, but not the only positive results of canton administration projects funded by the Italian Government and implemented by the OSCE over the last 12 months.
In 2002, the Italian Government provided a voluntary contribution of 200,000 euros for the OSCE's canton administration projects. The results that have been this year achieved were presented by the Ambassador of Italy, Saba D'Elia, and the Head of the OSCE Mission to BiH, Ambassador Robert Beecroft, at a press conference today at the Italian Embassy in Sarajevo.
"Our government recognized three key areas to which the funds should be used to support canton administrations in BiH", said Ambassador D'Elia. "First, enhanced levels of efficiency at the executive level, then the budget consolidation and sound financial planning and finally the strengthened legislative functioning and parliamentary oversight through institutional development of canton legislatures."
Ambassador Beecroft said great progress had been made in all three areas thanks to this voluntary funding by the Italian Government, which still calls for continued work and dedication on behalf of the OSCE in the future.
"The Italian voluntary contribution has enabled OSCE Mission to maintain the ongoing expert assistance to all cantons in terms of budget consolidation and establishment of sound financial management practices", said the Head of Mission. "The OSCE expert assistance in the area of financial management and budgets has been and will remain a continuous assignment."
Cantonal administration projects target cantonal legislative and administrative authorities alike, through tailor-made activities aimed at enhancing the application of modern public management tools. The goal is to promote the development of democratic institutions, encourage responsive, efficient and effective leadership and foster a result-oriented and transparent administrative environment.
