Twelve municipalities selected for OSCE programme in Bosnia and Herzegovina

SARAJEVO, 11 December 2001 - The OSCE Mission to Bosnia and Herzegovina is holding a conference highlighting the work of the municipalities that have been participating in the Municipal Infrastructure Finance and Implementation (MIFI) programme over the past year. It will be held on Thursday and Friday, 13 and 14 December, at the Holiday Inn, Sarajevo.
At the conference a new group of 12 municipalities which have been selected to join the MIFI programme in 2002 will be announced and representatives of those municipalities will be present.
MIFI is a comprehensive capacity-building effort currently underway in 34 municipalities throughout Bosnia and Herzegovina. Its aim is to help develop a modern system of public administration ready to meet the requirements stemming from the European Charter of Self-Government.
MIFI includes budget and finance training with a focus on familiarizing municipal administrations with revenue-based budgeting techniques, budget calendars, public budget meetings, strict expenditure control mechanisms, transparent financial reporting and appropriate accounting practices.
This week's conference will focus on elements of good governance necessary to public administration in this country, as well as best-practice examples for the participating municipalities.
Ambassador Robert M. Beecroft, Head of the OSCE Mission will give the opening speech, on Thursday, 13 December at 11:30.
