Aerial observation flights take place in Bosnia and Herzegovina

SARAJEVO, 18 October 2001 (OSCE) - The armed forces in Bosnia and Herzegovina have participated in two simultaneous experimental aerial observation flights which took place on 17 October 2001 in the Federation and Republika Srpska respectively.
These flights, which have been conducted for the last few years, offer the parties an opportunity to work together on a common endeavour, under the auspices of the Agreement on Confidence and Security-Building Measures in Bosnia and Herzegovina (also known as Article II Agreement of the Dayton accords).
Helicopters from the Army of the Republika Srpska and Army of the Federation were used for this aerial observation. Two helicopters took off from Railovac camp near Sarajevo while another took off from Zaluzani camp near Banja Luka. On board were members of the Army of the Republika Srpska and Army of the Federation, respectively, as well as press and international experts. The helicopters flew within each entity recording with video cameras the areas of concern.
"In preparing and carrying out the aerial observation flights the representatives of the armed forces of the Bosnia and Herzegovina showed high level of professionalism and worked together in a positive atmosphere," says General Bernard Aussedat, OSCE Verification Co-ordinator for Articles II and IV, who took part in this exercise.
The purpose of the latest flights was to test the Protocol on Aerial Observation, which was signed in November 2000 by representatives of the army of the Republika Srpska, the army of the Federation, as well as Bosnia and Herzegovina representatives. These flights are considered as an aspect of Measure 3 Risk Reduction of the Article II agreement. The article describes measures to be taken to decrease risk in the Bosnia and Herzegovina.
The OSCE established its present Mission to Bosnia and Herzegovina on 18 December 1995. In accordance with the General Framework Agreement for Peace (GFAP), the OSCE Mission activities are to: promote Democratization and the building of a vibrant civil society, foster the development of professional journalism and monitor the rights of journalists, monitor and advance the Human Rights situation, supervise the conduct of Elections, and encourage Regional Stabilization through arms control and confidence and security-building measures. The OSCE Mission continues to work closely with other international organizations and local institutions to implement the Dayton Peace Accords.
