OSCE launches cantonal administration project in Bosnia and Herzegovina

SARAJEVO, 8 February 2001 - Today the OSCE Mission to Bosnia and Herzegovina will formally sign a memorandum of understanding with the Zenica-Doboj Canton to commence implementation of the OSCE Canton Administration Project (CAP). The project is designed to increase the efficacy, transparency and accountability of canton administration by targeting administrative and legislative authorities alike. The Zenica-Doboj Canton is the first canton to sign the memorandum of understanding. Two additional cantons will be part of the CAP in the year 2001.
"The OSCE Mission to Bosnia-Herzegovina intends to provide support to proactive canton governments in their efforts to reform and CAP is an element of that support," said Ambassador Robert L. Barry. "This is a key component of the OSCE efforts to assist in promoting good governance and particularly accountability of government officials to the citizens."
The OSCE Mission will inaugurate the project in Zenica-Doboj Canton with the launch of an organizational management assessment mission on Monday, followed by a financial management assessment mission on February 19. Some of the other areas that will be targeted by the project include human resource management, administrative culture and the division of competencies and revenue streams between the canton and its municipalities.

The OSCE established its present Mission to Bosnia and Herzegovina on 18 December 1995. In accordance with the General Framework Agreement for Peace (GFAP), the OSCE Mission activities are to: promote Democratization and the building of a vibrant civil society, foster the development of professional journalism and monitor the rights of journalists, monitor and advance the Human Rights situation, supervise the conduct of Elections, and encourage Regional Stabilization through arms control and confidence and security-building measures. The OSCE Mission continues to work closely with other international organizations and local institutions to implement the Dayton Peace Accords.
