First governance training programme in Brcko, Bosnia and Herzegovina

SARAJEVO, 7 December 2000 - The OSCE Mission to Bosnia and Herzegovina Governance Programme held a two-day seminar on 5-6 December for all members of the Brcko District Interim Assembly in Bosnia and Herzegovina. Entitled "Roles and Responsibilities," the seminar covered models and concepts of good governance and other dimensions of the governing process.
The seminar, which was held across Bosnia and Herzegovina following the municipal elections of April 2000, was specifically adapted to the specifics of the Brcko District. The seminar has been co-ordinated with the Office of the High Representative (OHR) and the OSCE.
In a two-day session the seminar addressed topics such as the division of responsibilities and functions between legislative and executive authorities, as well as effective operation of the assembly and new models for communicating with citizens.
"As part of the Democratization Department's efforts to support the creation of accountable government-institutions in Bosnia and Herzegovina, we are happy this event takes place," stated Sverre-Johan Kvale, Director of the OSCE Mission's Democratization Department. "We hope that this seminar will encourage assembly officials to work for the benefit of their community, improve public outreach and encourage stronger partnership with the international community. We expect this event to be the first in a series of training efforts directed to improving governance in this important part of the country."
The OSCE established its present Mission to Bosnia and Herzegovina on 18 December 1995. In accordance with the General Framework Agreement for Peace (GFAP), the OSCE Mission activities are to: promote Democratization and the building of a vibrant civil society, foster the development of professional journalism and monitor the rights of journalists, monitor and advance the Human Rights situation, supervise the conduct of Elections, and encourage Regional Stabilization through arms control and confidence and security-building measures.
The OSCE Mission continues to work closely with other international organizations and local institutions to implement the Dayton Peace Accords.
