Deadline extended for Out-of-Country ballots in Bosnia and Herzegovina

SARAJEVO, 7 November 2000 - The Provisional Election Commission in Bosnia and Herzegovina has extended the deadline to cast ballots by-mail for the BiH citizens residing abroad who are registered to vote by mail in the general elections of 11 November 2000.
Ballots postmarked on or before 11 November 2000 and received in the OSCE Out-of-Country mailboxes no later than 17 November 2000 will be accepted and counted.
The reason for the change is because some of the ballots intended for destinations outside of Europe and the United States were, through an error of the postal contractor, sent by surface mail and might not have reached the voters within the anticipated times. Those ballots involved numbering approximately 3,000-4,000 - have been resent by DHL at the expense of the contractor, but the anticipated turn-around time for voters to get them back would have been too short. The PEC is confident the postponement by one week is sufficient to accommodate the extremely limited number of voters affected.
To return the ballots properly, out-of-country voters should pay attention to mail them back within the new deadline and to follow carefully the packing procedure. Out-of-country voters are reminded to enclose their registration receipts that were previously mailed to them by OSCE OCV Branch.
The OSCE Mission to Bosnia and Herzegovina urges out-of-country voters to mail in their ballots immediately. It is important that the voters consider the mail delivery time that is needed from their place of residence to the OSCE-OCV mailbox.

In accordance with the General Framework Agreement for Peace (GFAP), the OSCE Mission activities are to: promote Democratization and the building of a vibrant civil society, foster the development of professional journalism and monitor the rights of journalists, monitor and advance the Human Rights situation, supervise the conduct of Elections, and encourage Regional Stabilization through arms control and confidence and security-building measures. The OSCE Mission continues to work closely with other international organizations and local institutions to implement the Dayton Peace Accords.
