Out-of-Country ballots being mailed for elections in Bosnia and Herzegovina

SARAJEVO, 3 October 2000 - The OSCE has started mailing ballots to out-of-country voters for the general elections in Bosnia and Herzegovina. All citizens of Bosnia and Herzegovina who have registered to vote by mail with the OSCE Out-of-Country Voting branch will receive by mail the package of ballots for the November 2000 general elections. Out-of-country voters in 73 countries worldwide, including the Federal Republic of Yugoslavia and Croatia, will be voting in the November 2000 general elections in Bosnia and Herzegovina.
The by-mail voting period will continue throughout October, until 1700 hrs on Friday 10 November. Ballots received after the 10 November deadline will not be counted. Therefore, it is important for voters to mail in their ballots immediately after receiving them.
Each package will contain the following materials: ballots for the electoral races each voter is eligible to vote for; a personalized letter with detailed information on the by-mail voting process and how to mark the ballots; one secrecy envelope in which to place only the marked ballots; and a pre-printed return envelope in which to place the sealed secrecy envelope and the registration receipt. Out-of-country voters must enclose their registration receipt, which was mailed to them by the OSCE Out-of-Country branch earlier. In fact, without enclosing the registration receipt, ballots will not be counted. Furthermore, the package must be sent to the Out-of-Country mailbox address pre-printed on the enclosed beige return envelope in the by-mail voting kit.

The OSCE established its present Mission to Bosnia and Herzegovina on 18 December 1995. In accordance with the General Framework Agreement for Peace the OSCE Mission activities are to: promote Democratization and the building of a vibrant civil society, foster the development of professional journalism and monitor the rights of journalists, monitor and advance the Human Rights situation, supervise the conduct of Elections, and encourage Regional Stabilization through arms control and confidence and security-building measures. The OSCE Mission continues to work closely with other international organizations and local institutions to implement the Dayton Peace Accords.
