OSCE Mission to Bosnia and Herzegovina concludes training for newly elected municipal officials

SARAJEVO, 4 July 2000 - The OSCE Mission to Bosnia and Herzegovina concluded a country-wide intensive training programme for newly elected municipal councillors, a series of two-day seminars on "Roles and Responsibilities of Councillors". The training, which was part of the Mission's Municipal Infrastructure Finance and Implementation 2000 program (MIFI 2000), was accompanied by another round of two-day seminars on "Municipal Financial Management Practices", conducted in the 23 municipalities participating at the MIFI programme.
"The newly elected councillor training sessions were a valuable addition to the MIFI program, as it aims to enhance the quality of local governance and public administration in Bosnia and Herzegovina," said Sverre Johan Kvale, Deputy Head of the OSCE Mission to Bosnia and Herzegovina. "Through this training component, we were able to reach over 400 councillors, many of whom have no prior experience in local governance, and greatly benefited from the introduction to the concepts, practices and responsibilities of their newly-acquired work," he added.
In addition to the 23 MIFI municipalities, each OSCE Field Office has selected a municipality from its area of responsibility to participate in specialized introduction courses for newly elected councillors organized from the end of June through September. In total, over 1,200 councillors of more than 50 municipalities will receive training upon entering political office.
The 23 municipalities participating in the MIFI program are: Gradiska, Kljuc, Buzim, Banovici, Kalesija, Olovo, Teslic, Rudo, Jablanica, Ljubuski, Novo Sarajevo, Trnovo (Republika Srpska), Trnovo (Federation), Konjic, Novi Travnik, Cajnice, Gorazde, Tesanj, Usora, Celic, Bosanska Krupa, Bosanski Petrovac, and Sipovo.
The OSCE established its present Mission to Bosnia and Herzegovina on 18 December 1995. In accordance with the General Framework Agreement for Peace (GFAP), the OSCE Mission activities are to: promote Democratization and the building of a vibrant civil society, foster the development of professional journalism and monitor the rights of journalists, monitor and advance the Human Rights situation, supervise the conduct of Elections, and encourage Regional Stabilization through arms control and confidence and security-building measures. The OSCE Mission continues to work closely with other international organizations and local institutions to implement the Dayton Peace Accords.
