Financial Disclosure Forms from 1998 and 2000 Bosnian elections available online

SARAJEVO, 4 July 2000 - Starting today, the OSCE Mission to Bosnia and Herzegovina is making available to the general public the Financial Disclosure Forms from the 1998 and April 2000 elections. All forms, which were submitted to the Provisional Election Commission (PEC) by candidates elected in the 8 April 2000 Municipal Elections and the 1998 General Elections, are accessible on the OSCE Mission to Bosnia Herzegovina's webpage at www.oscebih.org
"The publication of these forms is the most recent in a series of steps taken by the PEC and the OSCE to continued transparency in the Bosnian electoral process," said Ambassador Robert Barry, Head of the OSCE Mission to Bosnia and Herzegovina and Chairman of the PEC. "This initiative will help loosen the unhealthy ties that continue to exist between political and economic power in Bosnia and Herzegovina."
The Financial Disclosure Forms disclose the total income, property, benefits, assets and liabilities of every elected candidate and his or her immediate family. With the OSCE posting this database on the internet, the public will have full access to this information on their elected representatives and consequently a much larger role to play in building democracy in Bosnia and Herzegovina.
Elected candidates are also required by the PEC to submit full information on their place of residence, and to declare that they are not in violation of the PEC's Rules and Regulations rules on incompatibility. Failure to provide this information in a timely matter to the PEC will see elected candidates' mandates terminated.
The OSCE established its present Mission to Bosnia and Herzegovina on 18 December 1995. In accordance with the General Framework Agreement for Peace (GFAP), the OSCE Mission activities are to: promote Democratization and the building of a vibrant civil society, foster the development of professional journalism and monitor the rights of journalists, monitor and advance the Human Rights situation, supervise the conduct of Elections, and encourage Regional Stabilization through arms control and confidence and security-building measures. The OSCE Mission continues to work closely with other international organizations and local institutions to implement the Dayton Peace Accords.
