Deadlines near for elected officials in Bosnia and Herzegovina

SARAJEVO, 26 April 2000 - The OSCE Mission to Bosnia and Herzegovina has announced that two significant deadlines face councillors and municipal assemblies in the two weeks to one-month period following technical certification. Municipal councillors are required to return financial disclosure forms to the Provisional Election Commission and convene their first assemblies within the next month.
"The OSCE will oversee the installation of the elected candidates and is authorized to mediate problems throughout the process of implementation at the municipal level," says Edouard d'Aoust, Chief Legal Advisor to the Provisional Election Commission. "This is a key period in which assemblies and elected officials will set the tone for governance responsibilities."
Upon notification of his/her mandate by the Provisional Election Commission, each elected candidate must return the Financial Disclosure Form to the Commission Secretariat within 15 days.
Starting from the date of technical certification, the first session of the Municipal Assembly or Council must be convened within 30 days. The outgoing Chairperson or President of the Municipal Assembly or Council is responsible for calling the first session in accordance with the municipal rules of procedure and notify all the members in a timely manner.
The Provisional Election Commission has adopted a number of new rules that will govern the implementation procedures. One important change, for example, is the requirement that the Mayor and the Chairman of the Assembly be elected at the inaugural session from among the elected councillors.
The OSCE Mission to Bosnia and Herzegovina also reminds elected councillors that all other executive and key municipal offices shall be allocated on the basis of fair representation. When a municipality has fulfilled all conditions, it will be recommended for Final Certification to be approved by the Provisional Election Commission Chairman.
The OSCE Head of Mission, in his capacity of Commission Chairman, and the High Representative have the authority to issue an Arbitration Award for municipalities that have failed to fulfill the necessary requirements for Final Certification within three months from the date of Technical Certification.
