OSCE supports conference on consequence management in response to act of terrorism in Bosnia and Herzegovina
SARAJEVO, 22 March 2016 - A conference on consequence management in response to an act of terrorism, organized by the OSCE Mission to Bosnia and Herzegovina (BiH) and the Ministry of Security of BiH, gathered today over sixty participants from the security and judicial sectors. The conference aimed to strengthen capacities in managing terrorist related incidents and furthering inter-agency co-operation and co-ordination.
“We are sure that the capacity of the BiH security sector for managing terrorist-related incidents will continue to be strengthened,” said Head of the OSCE Mission to BiH Jonathan Moore. “In order to accomplish this, there is a clear need for continuous self-examination and re-appraisal. Training and discussion at all levels must constantly shape practice and policy as well as facilitate dialogue.”
Minister of Security of BiH Dragan Mektic highlighted the importance of effective and efficient co-ordination. “Complete interoperability and synergy of all civil and military structures is necessary to quickly respond to a terrorist attack and its consequences. The police, judiciary, ambulance and civil protection, and armed forces all become equally important in providing help and support.”
The conference participants also produced a set of conclusions and recommendations for existing plans update that includes training and exercise plan, development of a manual for first responders, and drafting of inter-agency protocol for management of terrorist-related incidents.
