OSCE Centre promotes implementation of international conventions in Kazakhstan

ASTANA, 5 November 2004 - Government officials, experts and NGOs from four Central Asian countries discussed ways for courts and human rights institutions, such as the ombudsman office, to foster observance of international conventions at a two-day conference that ended Thursday in Astana.
Addressing seventy participants from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, Ambassador Ivar Vikki, Head of the OSCE Centre in Almaty, welcomed Kazakhstan's signing of the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights. He expressed hope that the ratification process would soon be finalised with a minimum of reservations.
Participants adopted recommendations urging the Government of Kazakhstan to speed-up the process of ratification of the two Covenants, and to consider simultaneous accession to the two optional protocols, covering individual complaints procedures and abolition of the death penalty.
The conference was organized by the OSCE Centre along with the Commission for Human Rights under the President of Kazakhstan, the UN High Commissioner for Human Rights, UNDP, UNESCO and the Soros Foundation.
