OSCE Centre holds course on human rights in Turkmenistan

ASHGABAD, 29 November 2003 - Representatives from several governmental institutions and organizations of Turkmenistan participated in an OSCE course on international legislation on human rights, which took place from 24 to 28 November in the country's capital, Ashgabad.
The five-day course focused on issues related to the philosophical foundation of human rights, international human rights documents, rule of law and human rights, implementation of norms of international law in national legislation, and the legal status of refugees both in international and national legislation.
Representatives of different governmental institutions and organizations, such as the Mejlis (Parliament), the ministries of education, internal affairs, defense, national security and justice, Office of the General Prosecutor, State Border and State Customs Services took part in the course. Participants came not only from Ashgabad, but also from different welayats (regions) of the country.
Lecturers from the United Kingdom and experts from the United Nations High Commissioner for Refugees (UNHCR) Office in Ashgabad and the National Institute of Democracy and Human Rights shared their experience in international human rights practice, implementation of human rights law in national legislation and aspects related to the status of refugees.
The course was organized by the OSCE Centre in Ashgabad, in co-operation with the UNHCR Office in Ashgabad, National Institute for Democracy and Human Rights and the Turkmen Ministry of Foreign Affairs.
