OSCE Ashgabad workshop discusses transparency in military issues

ASHGABAD, 4 September 2003 - A two-day workshop on promoting the ideas of the Confidence- and Security Building Measures (CSBM), as pioneered by the OSCE, has concluded in the Turkmen capital, Ashgabad.
The workshop was aimed at promoting awareness of practical questions regarding the CSBMs, the information exchange regime and its principles regarding transparency in military-related issues.
It also offered a good opportunity to foster the dialogue and co-operation with the Turkmen authorities dealing with CSBMs, to share common experiences and to identify areas of common interest to promote the implementation of existing instruments on arms control, disarmament and non-proliferation.
Participants in the event, which ended yesterday, included representatives from the ministries of foreign affairs, defence and security, and from the State Border Service.
The workshop also included practical exercises and training for the preparation of the Annual/Global Exchange of Military Information.
OSCE's military information exchange regime and the CSBMs are laid down in major documents such as the Vienna Document 1999, the Code of Conduct on Politico-Military Aspects of Security, the OSCE Document on Small Arms and Light Weapons (SALW) and the OSCE Document on Communications Network.
The event was organized by the OSCE Centre in Ashgabad and the OSCE Secretariat's Conflict Prevention Centre.
