OSCE Presence and Albanian Ministry sign agreement on assistance to prevent duplication in voter lists

TIRANA, 24 March 2005 - The OSCE Presence in Albania today signed a Memorandum of Understanding with the Ministry of Local Government and Decentralization to assist the Ministry and Albanian mayors in cleaning up duplications in voter lists.
Under the agreement, the Presence will assist the Ministry with the establishment and running of a computerized facility which will enable the General Directorate of Civil Registry in the Ministry to identify duplicate registration of voters in the preliminary voters list that are currently being compiled by mayors.
"The establishment of this facility, which has been recommended by the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the Presence, will help mayors to enhance the accuracy of the final voter lists to be prepared by them," said the Head of the OSCE Presence, Ambassador Pavel Vacek.
"Without it, it would be difficult to ensure that voter lists for the 2005 elections will be significantly better than in the past."
Within the framework of a large European Commission-funded project, the Presence will donate computer equipment, worth approximately 40,000 euros, including servers and software, and will provide technical expertise to the General Directorate of Civil Registry.
The Ministry of Local Government and Decentralization is committed to providing full transparency in the operations of the General Directorate in checking the accuracy of voter lists.
These operations will be accessible at all times to members of the multi-party Parliamentary ad-hoc Committee on the Implementation of Electoral Legislation, and to the experts nominated by the Committee. This will boost the stakeholders' confidence in the process.
