OSCE Presence in Albania announces conclusion of work of technical experts group on electoral reform

TIRANA, 21 December 2004 - A group of experts working under the auspices of the OSCE Presence in Albania yesterday concluded its task of producing suggestions to improve the Albanian election system.
The Technical Expert Group on Electoral Reform (TEG), comprising eight independent or party-appointed experts, has been tasked to provide draft amendments to the Albanian Electoral Code and to submit them to the ad hoc parliamentary committee on electoral reform. The committee agreed on them and sent to the Albanian Assembly for final decision.
During its 75 meetings and 250 working hours, the TEG drafted amendments to the current Electoral Code on issues including: organization and functioning of the Central Election Commission (CEC) and middle and lower level commissions; voter lists and the law on verification, identification and registration of citizens by local government units; complaints and appeals; and electoral campaign financing.
The TEG's final product submitted to the ad hoc parliamentary committee is an integral draft law containing 119 articles. These address most of the OSCE/ODIHR and the Council of Europe/Venice Commission joint recommendations relevant to the 2005 parliamentary elections.
The OSCE Presence in Albania hopes that the Assembly, which has the ultimate responsibility for the outcome of the electoral reform, will be able to deliberate on the draft legislation in a conclusive manner and come to a result in coming days.
