OSCE to observe voter enumeration in Albania

TIRANA, 8 June 2000 - In the framework of the preparatory process for the Albanian Local Elections 2000, the Organization for Security and Co-operation in Europe has undertaken the task of observing Voter Registration. This followed an agreement with the Albanian Government, also taking into consideration public appeals by political forces of the Opposition.
The OSCE International Enumeration Observation Mission was created under the auspices of the OSCE Presence in Albania to support the Electoral Assistance Programme, which aims at improving voter registration procedures in a joint initiative of the Albanian Government, United Nations Development Programme, OSCE and the International Foundation for Elections Systems. The goal of the Observation Mission is to enhance accuracy and transparency in the compilation of a National Register of Voters, which is one of the pre-conditions for a free and fair electoral process.
Twelve teams of two OSCE International Enumeration Observers have been deployed in the 12 Albanian Prefectures. They have started observing the activities of door-to-door registration of voters.
The OSCE Observers have been seconded by the Governments of Canada, Denmark, Germany, Greece, Italy, the Netherlands, Norway, Switzerland, the United Kingdom and the United States. For the duration of their deployment, they will enjoy the status of OSCE Mission Members and will be attached to the OSCE Field Offices. Co-ordinator of the Enumeration Mission will be Mr. Björn Birkoff, an election expert seconded by the Government of Sweden.
