The Special Representative is tasked by the 2005 Ministerial Council Decision to report annually to the Permanent Council
on the progress achieved over the preceding year’s anti-trafficking work carried out throughout the OSCE region.
An agenda for change: Implementing the platform for action against human trafficking
The 2009 Annual Report of the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings provides an overview of the activities, achievements and challenges of the Special Representative Eva Biaudet's entire three-year term in office. It sets out the agenda that has guided the Special Representative work from 2007-2009, building upon the Platform for Action described in the 2007 Annual Report.
Efforts to combat trafficking in human beings in the OSCE area: co-ordination and reporting mechanisms
The 2008 Annual Report of the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings covers the work of the Special Representative between January and October 2007; its content is based on responses by the participating States to a survey questionnaire distributed by the SR in July 2007. It considers: 1) National Co-ordination Mechanisms; 2) National Action Plans; and 3) National Rapporteurs or equivalent mechanisms. These three elements constitute the core co-ordinating tools used by participating States to plan, organize and implement measures to combat trafficking in human beings.
The scope of the report does not include evaluation of the quality of individual participating States' implementation of these mechanisms.
A number of annexes complement the Report, offering, amongst other things: highlights of the 2007 OSCE Field Operations Survey on National Co-ordination Mechanisms, National Action Plans, and National Rapporteurs or equivalent mechanisms; an analysis and brief overview by the ODIHR on its activities and achievements in 2007 and 2008 relevant to the theme of the report; and a summary of the main activities of the OSR in 2008.

From policy to practice: combating trafficking in human beings in the OSCE region
The 2006 Annual Report of the Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings broadly covers the period from May 2004, the beginning of the term of the first Special Representative on Combating Trafficking in Human beings, Ms. Helga Konrad, former Austrian Minister for Women’s Issues and Chair of the Stability Pact Task Force on Trafficking in Human Beings, and the establishment of the Anti-Trafficking Assistance Unit, through May 2006. Divided into four parts, the report presents an overview of efforts to combat trafficking in human beings (THB) as well as significant challenges encountered throughout the OSCE Region by the participating States as well as by the relevant structures, institutions and field operations. The report concludes with a discussion of challenges and recommendations.
