The OSCE Study on Advancing Energy Security in Central Asia offers a comprehensive analysis of existing and emerging energy security challenges and opportunities for the five OSCE participating States in the region. The Study highlights progress Central Asian participating States have made in guaranteeing reliable and secure energy, assesses the region’s renewable energy potential, and provides advice for the development of a complementary and co-operative strategy for achieving energy security and decarbonisation in the region. The Study is available in English and Russian and is based on an assessment carried out in the framework of OSCE mandate on energy security in close collaboration with regional energy experts and public and private stakeholders. This handout identifies three areas where parliaments can take decisive action to improve their legislative response to trafficking in human beings. Building upon the work of the Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings in the areas of combating forced labour within supply chains, the demand fostering trafficking for sexual exploitation and technology-facilitated trafficking, this short brief outlines the need for a modern, comprehensive response to each emerging form of trafficking, and provides examples of legislation that parliaments can pass to strengthen national legal frameworks combating trafficking in human beings.

Hate crime victims require access to specialist support services. These services should be victim-centred, needs-based and diversity-sensitive. They should include practical help, emotional and psychosocial support, advice relating to legal and financial issues and community engagement. Such specialist support services for hate crime victims should be free of charge, confidential and form an integral part of a comprehensive hate crime response.

This Best Practice Guide applies exclusively to state-owned stockpiles of conventional ammunition for military, paramilitary, security and police forces of a participating state in accordance with section II and III of the OSCE Document on Stockpiles of Conventional Ammunition (FSC.DOC/1/03, dated 19 November 2003). All other ammunition, such as ammunition in private possession or ammunition used for non-conventional weapons like NBC weapons or other CBRN devices, is excluded. It contains information especially useful for those who are working on establishing national policy and procedures. Consequently the information and recommendations provided may be used as a basis for developing policy guidance, general operational guidelines and procedures on all aspects of ammunition marking, registration and record-keeping.
