To understand the common issues and opportunities associated with media self-regulation in Montenegro, the OSCE Mission commissioned the public opinion survey. Through 22 semi-structured qualitative interviews with journalists, editors, media owners, and regulators, this report seeks to uncover the practical realities of media self-regulation in Montenegro. Alongside the qualitative research, a quantitative survey was conducted among adult citizens of Montenegro to assess the knowledge and perceptions about media self-regulation in Montenegro.

In an effort to understand the citizens’ attitude towards the work of the Police in Montenegro, an extensive survey was conducted focusing on various aspects of this topic. The subject of this research is the perception of Montenegrin citizens regarding security, the work and efficiency of the police, as well as their awareness of different aspects of the police department’s operations. This research represents a continuation of the OSCE Mission to Montenegro activities on the support program for the further improvement and efficiency of the overall capacities of the Ministry of Interior and the Police Directorate. Similar public opinion surveys on the perception of the police, integrity and professionalism of police officers were conducted in 2019, 2020, 2021 and 2022.

The first is to examine how the media in Montenegro report on gender-based violence (GBV) through the analysis of a sample of 2,661 media reports and to what extent they adhere to the principles of journalistic professionalism and ethical reporting. The second objective is to employ an innovative experimental method to assess the extent and nature of the influence that media reporting on this subject exerts on citizens’ attitudes, opinions, and subsequent behaviour.
