Since returning to Croatia in 1999, Gojko Jasnic has not been able to apply for government assistance to reconstruct his house. He has lived next to his destroyed home in a UNHCR tent that won't survive another winter.

Elderly people represent the largest returnee population in Croatia. Widespread unemployment, difficulties in repossessing property, bureaucratic hurdles are the chief problems still deterring a large scale return of refugees.
