Round table on state registration of legal entities held in Tajikistan
DUSHANBE, 19 December 2001 - A one-day round table to discuss the state registration of legal entities was co-organized by the OSCE in Tajikistan.
The meeting, which underscored that the Tajik law on state registration of legal entities should meet international norms and standards, was the second of its kind conducted by the OSCE Mission in Tajikistan in 2001.
The discussion at the round table was based on comments on the draft law on state registration, which had been prepared by an expert of OSCE's Office for Democratic Institutions and Human Rights upon the request of the Tajik Ministry of Justice. The main agenda points included:
- procedures for registration and re-registration;
- which body should be authorized for registration, and duties of the State in this regard;
- reporting procedure;
- confirmation of the status of a legal entity.
The round table participants considered a non-complicated procedure of registration and re-registration as essential, since otherwise geographical peculiarities and poor communication facilities in Tajikistan would inevitably cause extra expenses for legal entities, which in turn would negatively affect the expansion of non-governmental organizations in the country.
Organized in co-operation with the Tajik Ministry of Justice and the local non-governmental organization Society and Law, the round table was attended by over 60 participants. They represented the country's Presidential Executive Apparatus, Parliament, the Ministries of Justice and Finance, the National Bank, Tax Office, the Committee on Statistics, the Antimonopoly Agency, as well as local NGOs and the media. An expert from Kazakhstan also participated in the meeting.
The meeting concluded its work with the adoption of amendments and proposals that will be incorporated into the draft law by the governmental working group headed by the Ministry of Justice. The working group will submit the draft law to the Tajik Government for consideration at the beginning of 2002.
