OSCE/ODIHR establishes observation mission in Kyrgyzstan for February elections

BISHKEK, 18 January 2000 - The Organization for Security and Co-operation in Europe, Office for Democratic Institutions and Human Rights (OSCE/ODIHR), has established an Election Observation Mission for the parliamentary election in Kyrgyzstan scheduled for 20 February 2000. The ODIHR Election Observation Mission, headed by Mark Stevens (UK), has a central office in Bishkek, staffed by six international experts, and will shortly deploy approximately 10 long-term observers to most regions of the country.
In accordance with OSCE commitments, the ODIHR Election Observation Mission mandate is not to interfere in the election process, but to assess the election framework and the administrative preparations for the election, as well as to observe the election campaign and to monitor the conduct of the media. The ODIHR Election Observation Mission will meet with the Central and District Election Commissions, candidates, political parties, as well as with representatives of the media, judiciary and non-governmental organizations.
At the time of the election, approximately 100 short-term observers from the OSCE participating States will join the ODIHR Election Observation Mission. These observers will include members of bilateral embassies and international organizations based in Kyrgyzstan as well as parliamentarians from the OSCE Parliamentary Assembly. The short-term observers will follow the voting and counting procedures at the polling station and district levels.
The ODIHR Election Observation Mission will issue a preliminary statement after election day, and a comprehensive final report within a month of the publication of the final election results.
If a second round of voting is required, the ODIHR Election Observation Mission may extend its presence in Kyrgyzstan.
