- Following an official invitation from the parliament of Montenegro, and in accordance with its mandate, the OSCE/ODIHR deployed a Limited Election Observation Mission (LEOM) for the 7 April 2013 presidential election.

- Following an invitation from the Permanent Mission of Malta to the OSCE to observe the 9 March 2013 parliamentary elections, the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) deployed an Election Assessment Mission for these elections.

Early Parliamentary Election, 24-25 February 2013, Italy
- Following an invitation from the Permanent Mission of Italy to the OSCE to observe the 24 and 25 February 2013 early parliamentary elections and in accordance with its mandate, OSCE/ODIHR undertook a Needs Assessment Mission and recommended the deployment of a Limited Election Observation Mission to observe these elections.

Presidential elections, 17 February 2013, Cyprus
- Following an invitation from the Permanent Mission of the Republic of Cyprus to the OSCE to observe the 17 February 2013 presidential election, the OSCE/ODIHR deployed a Needs Assessment Mission (NAM). Based on its findings, the NAM did not recommend an election-related activity for this election.
