OSCE starts support initiative for Kosovo Assembly

PRISTINA, 15 February 2002 - Key leaders of Kosovo's Assembly are gathering today to participate in a training session that aims to provide assistance with the development of democratic structures that represent and work on behalf of society.
The training, which is the first of a series of comprehensive training seminars, is co-ordinated by the OSCE Mission in Kosovo and organized in collaboration with the National Democratic Institute and the United States Agency for International Development. It will focus on the basic principles of parliamentarism, and will discuss, among other issues, the primary roles of an assembly, interaction of political parties and the different branches of government, and creation of a legislative agenda.
Parliamentarians from Slovenia and Lithuania will offer their experiences to Assembly members about the establishment of a well functioning parliament in transitional societies.
This is the first event in 2002 under the umbrella of the Assembly Support Initiative, a multi-agency support programme that has been put together in response to the many challenges faced by the Kosovo Assembly. Through its focus on developing an effective and representative legislature, it also aims to provide support in the establishment of governmental structures emphasizing transparency, ethical conduct, and democratic governance.
The comprehensive training programme will enable institutions of self-government to develop and to play a constructive role in political and public life.
The OSCE's commitment to institution-building means the support of the continued development of democratic structures in Kosovo. This initiative will continue throughout this year and include numerous other partners interested in supporting the Assembly's institutional stability.
