Rules on candidate registration agreed for Kosovo November elections

PRISTINA, 13 August 2001 (OSCE) - The way has been prepared for political parties, citizens' initiatives and coalitions to put together their lists of candidates for the forthcoming Kosovo-wide election scheduled for 17 November.
In the latest meeting of Kosovo's Central Election Commission, a number of major decisions were made which will have an impact on those lists.
Firstly the Commission provisionally accepted the rule which governs the registration of candidates. Political entities can submit a list of up to 110 names. Of these, at least each group of three candidates on the first two thirds of the list submitted have to be from each gender. In practical terms, this will ensure significant representation of women on candidates' lists.
The details of who can and cannot contest the election are set down in the Constitutional Framework. However the Central Election Commission rule says that candidates must be registered voters. The OSCE Mission in Kosovo will start to deal with candidate registration on 21 August. The registration process ends on 10 September.
Ten political entities can immediately start to put together their lists as the Election Commission agreed to their certification. They are:
Other political entities, which have submitted applications for certification, will be considered in subsequent meetings of the Central Election Commission.
The Commission also decided to recommend to the Special Representative of the United Nations Secretary General that those people who are elected to the Kosovo Assembly do not have dual mandates. That means that someone could not be both a member of a municipal assembly and the Kosovo Assembly, nor could they be members of the Federal Republic of Yugoslavia or Serbian Parliament and be members of the Kosovo Assembly.

- Democratic Party of Kosovo (PDK)
- Alliance for the Future of Kosovo (AAK)

- Liberal Party of Kosovo (PLK)
- Social Democratic Party of Kosovo (PSDK)
- Centre Liberal Party of Kosovo (PQLK)

- Green Party of Kosovo (PGJK)
