Regional round tables on water systems in Albania

TIRANA, 4 September 2001 (OSCE) - A series of regional meetings to discuss the decentralization of the public water services will take place throughout Albania during the first week of September.
The responsibility for providing drinkable water and managing wastewater systems is due to be transferred to local governments on 1 January 2002. Due to the complexity of the issues associated with this important process, a large number of questions need to be answered before proceeding with the actual transfer.
At the request of the Chair of the Inter-Ministerial Committee on Decentralization (ICD), Mr. Bashkim Fino, the Organization for Security and Co-operation in Europe (OSCE) and the United States Agency for International Development (USAID), will assist in organizing these meetings in 12 locations throughout the country to discuss the transfer with the mayors, regional council chairpersons, the prefects of the region, elected MPs in the respective constituencies, the managers of the water enterprises in the city centres of the region, and other relevant officials.
In an effort to reach out to local communities, such regional round tables will be held over the next several months on a variety of issues concerning decentralization including the transfer of state property to local governments, urban planning and local taxes.
The round tables are open to the public and individuals may attend to observe the discussions.
